West O‘ahu Soil & Water Conservation District

The West O‘ahu SWCD has been serving our agricultural community since January 4, 1950. Today, producers from ‘Ewa to Waialua and out to Waihiawā count on the West O‘ahu SWCD to provide conservation planning, water management planning and meter size recommendations, public outreach and general technical assistance.

Meeting Information

Agriculture producers interested in becoming a Cooperator should attend a SWCD meeting. West O‘ahu SWCD generally meets on the
3rd Tuesday of each month at 12:30 pm at the HARC Building, Room 301 in ‘Aiea.
Please fill out all application materials prior to the meeting. Call our office at (808) 483-8600 ext. 354 to reconfirm the meeting.

Conservation Planning

Developing conservation plans is West O‘ahu SWCD's top priority. All types of producers in West O‘ahu - from nursery operators to ranchers, small tree farmers to large vegetable producers - have sought assistance from the District. Each conservation plan is tailored to meet the individual farmer's business goals and resource concerns. Over the years, we have served many producers, including the dozens of new Cooperators in recent years. Click on a thumbnail to learn about our conservation planning projects.

Permitting & Exemptions

Some conservation plans include practices that require permitting through various federal, state or county agencies. Cooperators with District approved conservation plans may also apply for permit exemptions to the City & County of Honolulu Grading, Grubbing and Stockpiling Ordinances. Depending on the practices you choose, you may need to apply for other permits. District Cooperators are required to acquire all necessary permits before starting work. Water Management Planning

West O‘ahu SWCD offers Water Management Plans to Cooperators looking to improve their irrigation systems and practices. We also give Meter Size Recommendations to those seeking larger agriculture water meters from the Honolulu Board of Water Supply. Public Outreach Activities
